June 4, 2019.  We had an appointment at the Federal Building (shown above) and applied for a new U.S. passport for BIL.

After receiving a reply from the U.S. Consulate General Shanghai that the status of his lost passport could not be reinstated, we saw that there was little hope in BIL returning to his home any time soon, and for sure it wouldn’t be by June 13, which was his departure date.  I called a passport agency on the recommendation of a friend that specializes in expediting passports and got an appointment right away at the Federal Building.  A normal passport fee is $140, but can be as high as $250 or more depending which passport service agency you use and how quickly the passport is needed.  The total fee for BIL was $205, $60 more for expediting…
